EHCPs promised joined up support across education, health and care.

Simple version

The Children and Families Act 2014 reshaped SEND law in England and introduced Education, Health and Care Plans.

The aim was to create a more joined up system that looked across education, health and social care, with children, young people and families more involved in planning.

Why it matters

This reform created the framework many families deal with now. It promised coordination, person centred planning and support from birth to 25 where needed.

But many families found the process complex, slow, adversarial and difficult to enforce.
