Leaving institutions did not always mean entering a supported life.
Freedom without support can become abandonment.
Care in the Community was part of the move away from large long stay institutions towards support in ordinary communities.
For many people, leaving institutions was a vital step towards dignity, autonomy and ordinary life. But the promise depended on proper housing, support, healthcare, advocacy and community services.
Closing institutions was not automatically the same as building good lives. Some people gained freedom. Others were left isolated, unsupported, homeless, imprisoned or moved into smaller settings where poor care could still continue.
The building changed, but the risk did not disappear.
The lesson is simple: moving someone is not the same as supporting them.
